Summary Under the direction of the Fire Chief, who serves as the City's Emergency Management Coordinator, or designee, the Deputy Emergency Management Coordinator develops, implements, coordinates, and maintains the City's Emergency Management Program. Coordinates assigned activities with other departments, divisions, outside agencies, and the public. Secures technical and financial assistance through grants and public/private partnerships. Supervises assigned staff.

Essential Job Functions & Other Important Duties Essential Job Functions: - Plans, organizes, and directs municipal emergency management programs, and assists in the presentation of emergency awareness programs, including CERT.
- Keeps the Fire Chief apprised of the preparedness status and emergency management needs during potential emergency events.
- Supervises and provides direction to assigned staff.
- Completes annual evaluations on assigned personnel.
- Coordinates local planning and preparedness activities and the maintenance of the city's Emergency Management Plan with local businesses and agencies.
- Coordinates appropriate training for local emergency management personnel and responders.
- Coordinates with organized volunteer groups and businesses regarding emergency operations
- Supervises and coordinates the maintenance of the Emergency Operations Center and related components.
- Continually evaluates the outdoor warning sirens and coordinates with the internal and external agencies to maintain the system's readiness.
- Coordinates participation in disaster exercises.
- Maintains the City of Frisco public safety FAA/UAS Certificates of Waiver or Authorization (COA)
- Provides UAS/drone technology support, including routine maintenance, updates, & troubleshooting.
- Prepares Incident Action Plans and Event Action Sheets for city events and emergencies.
- Performs various special research projects and may be responsible for administering special programs.
- Secures technical and financial assistance through grants and public/private partnerships.
- Revises and updates the City of Frisco Emergency Management Plan.
- Manages public alerting services and coordinates results with affected communities and groups.
- May act as liaison with local and/or state agencies, organization, and community groups.
- Prepares and presents public awareness programs to civic groups, medical facilities, schools, and other organizations.
- Supervise and participate in public education activities that may include, but are not limited to: Citizen's Fire Academy, City Hall 101, Leadership Frisco, community engagement activities, and station tours.
- Prepares press releases for public distribution.
- Provides assistance to organizations by conducting facility surveys to evaluate their emergency plans and make appropriate recommendations as needed.
- Creates and maintains an electronic database of hazardous chemicals within the City of Frisco.
- Works with hazardous materials team members on preparedness, response, recovery, and reimbursement activities.
- Prepares reports and studies required by local, state, and federal agencies.
- Prepares, reviews, and submits deployment reimbursement forms.
- Responds to requests and inquiries from the public, other Department personnel, and other City Departments.
- Interprets and explains City and Department policies and procedures to the public and Department members.
- Complies with the Health Insurance Portability and Accountability Act (HIPAA) guidelines.
Other Important Duties: - The typical work schedule is 0800-1700 Monday-Friday. The position may require shift and non-shift schedules, including evenings, weekends, holidays, and extended hours in emergency, disaster, or other situations influenced by heavy workloads or other staffing difficulties.
- Must be able to respond to emergency situations during and after regular business hours, as well as on weekends and holidays.
- May be assigned to an on-call schedule to provide 24-hour coverage of Emergency Management programs/functions.
- Participates in department committees and attends staff meetings as required.
- Travels to conduct facility surveys and disaster-related activities and to attend meetings, conferences, and training.
- Regular and consistent attendance for the assigned work hours is essential.
- Attend scheduled training necessary to maintain necessary certifications and minimum education credits (if applicable).

Education, Experience, and Certifications/Licenses: - Must possess a bachelor's degree in Emergency Management, Business, Government, or related field and a minimum of five (5) years of experience in the emergency management or public safety field or equivalent combination of education and experience that support the ability to perform the essential functions and/or skills of the job.
- Must pass a pre-employment drug screen, physical agility, criminal background check, and MVR check.
- Must possess FEMA IS-100.c (or the latest version): Introduction to the Incident Command System.
- Must possess FEMA IS-200.c (or the latest version): Basic Incident Command System for Initial Response, ICS-200.
- Must possess FEMA IS-700.b (or the latest version): An Introduction to the National Incident Management System.
- Must possess FEMA IS-800.d (or the latest version): National Response Framework, An Introduction.
- Must possess E/L/G0300: Intermediate Incident Command System for Expanding Incidents, ICS-300.
- Must possess E/L/G0400: Advanced Incident Command System for Command and General Staff-Complex Incidents, ICS-400.
- Must possess a valid Texas Class C driver's license or equivalent license issued from the state in which you currently reside.
- Must maintain a satisfactory rating on annual performance evaluation reports.
- Must possess Amateur Radio License Technician Level or obtain license within one year of hire date.
- Must possess FAA Remote Pilot Certificate (Part 107) or obtain within one year of hire date.
- May be required to obtain other applicable certifications.
- Preference given to individuals with grant writing experience and individuals with knowledge of technical and administrative aspects of fire department operations.
- Preference given to individuals with Certified Texas Emergency Management (TEM) certification, Associate Emergency Manager (AEM) certification, and/or Certified Emergency Manager (CEM).
