Job Description

The purpose of this job is to provide management authority and responsibility for the non-judicial components of the Court. Provides strategic direction, program and budget setting, and overall supervision for all court departments and activities.

ESSENTIAL DUTIES & RESPONSIBILITIES

The intent of this job description is to provide a representative summary of the major duties and responsibilities performed by employees in this job. Employees may be requested to perform job-related tasks other than those specifically presented in this description.

* Oversees and manages all court personnel through subordinate management staff, including collective bargaining, recruitment, training, supervision discipline and termination of staff

* Oversees fiscal management, including budget preparation and administration, purchasing, payroll and financial control functions for budget

* Formulates policies and procedures regarding modification and adoption of rules, local administrative orders and guidelines established by the Michigan Supreme Court, City of Grand Rapids or the judges of the court

and develops plans to implement them when approved

* Manages case flow, office automation, jury, court information, records management initiatives and improvements

* Serves as liaison and spokesman for the court with city, county, state government, law enforcement, legal representatives, media and other community organizations

* Analyzes proposed legislation and administrative regulation from Supreme Court, state and local entities for their impact on the court. Continuously reviews periodicals, newspapers, association postings for court

innovation initiatives and organizational improvement ideas

* Identifies problems and areas for improvements; recommends procedural and administrative changes

* Provides facility and equipment oversight and management

* Performs related work as required

Knowledge of:

* Legal terminology and court procedures

* Principles and practices of basic bookkeeping

* Modern office procedures, methods and computer equipment

* Human resources processes and procedures

* Personnel management and union environment

* Administrative and management theories

* Principles and procedures of financial budget management and reporting at local, state and federal level

* Statutory, ordinance and regulations establishing fees, costs and revenues

* "Core" budget and accounting principles

* Strategic planning procedures and methodologies

* New court technologies

* Court contracts, leases and equipment inventories

Skill in:

* Interpersonal skills necessary to develop and maintain effective and appropriate working relationships

* Performing a variety of duties, often changing from one task to another of a different nature

* Performing basic mathematical functions such as addition, subtraction, multiplication, division, percentages, and ratios

* Assigning, prioritizing, monitoring, and reviewing work assignments

* Organization, prioritization and leadership

* Research, analysis and presentation

Ability to:

* Meet schedules and deadlines of the work

* Understand and carry out oral and written directions

* Accurately organize and maintain paper documents and electronic files

* Maintain the confidentiality of information and professional boundaries

* Plan, direct, control and evaluate work of employees

* Work with city and labor union leadership

* Continuously monitor docket scheduling and timeline requirements

* Plan and administer court operations

* Set short and long range goals

Required Education and Experience

* Bachelor's degree in criminal justice, business administration, public administration or a related field.

* At least three (3) to five (5) years of experience managing large, complex criminal justice/judicial organizations.

* -OR--

* Any equivalent combination of training, education, and experience that provides the required skills, knowledge and abilities.
